The roots of a very large tree in the vacant lot next to my house have invaded my property causing foundation problems. The owner of the lot refuses to do anything. Can I remove the tree and charge the owner for costs?
The part of the tree on your side of the property line is yours to do with as you please. Rent a backhoe and root-prune the tree. If it dies, tough for the neighbor. Since the roots on your property belong to you, you can't charge the neighbor for the root pruning. One word of caution: don't go onto neighbor's property while you're cutting the roots.
