What are ‘waters of the united states’?

The CWA applies to any pollution that destroys the chemical or physical makeup, or integrity of the navigable waters of the United States. The water itself does NOT need to be navigable. Almost all bodies of water are deemed waters of the United States. The CWA is directed at all persons whose actions may or actually do have an adverse impact on a body of navigable water.
