Should a farmer and a rancher be concerned with his/her state's water quality standards?
Most, if not all, states impose water quality standards in addition to the federal standards. The state can require more restrictive pollution discharges, but never can they enact laws with standards lower than that required by the CWA. However, there can be differences, so it is wise to be knowledgeable about both state and federal requirements.
